Westgrove P.A.C.K. (Pumphouse Association for Canine Kindness) is a non-profit corporation controlled by the users of the Westgrove Off-Leash Dog Area. It is the official private partner of the Fairfax County Park Authority (FCPA) and serves as the liaison between the users and FCPA.
Westgrove P.A.C.K. works with FCPA to maintain and improve the dog park for the benefit of the entire community. Contributions to Westgrove P.A.C.K. are deductible under section 501(c)(3) of the Internal Revenue Code.

Meet the BoardSteve Zielenski | Chair
The Chair prepares and distributes meeting agendas, conducts meetings, and facilitates discussion and flow of information to members. The Chair is the primary spokesperson of the P.A.C.K. Steve is the owner of the park’s only Jack Whippet and Whippet Basenji – Sadie and Piper. Steve, and his wife of 30 years Jonelle, are Belle Haven residents and the owner of two IT consulting companies focused on the design and delivery of large-scale IT systems to State and Local Governments. Steve previous joined the Board in an At-Large position in 2023. He generously stepped forward and was elected Chair on October 6, 2024. His term will expire in October 2026. Lee Ann Williams | Vice Chair
The Vice Chair assists the Chair in performance of their duties. Should the Chair be unable to perform their duties, the Vice Chair shall assume those duties. LeeAnn moved to the area for work about nine years ago. But she only found Westgrove after living here for several years. Most nights, LeeAnn, her wife Tamara, and their two basset hounds (Max and Mary Agnes) can be found at Westgrove, throwing balls, and making friends. For work, LeeAnn serves a local Unitarian Universalist congregation as their Religious Education Director. For fun, LeeAnn enjoys all forms of needlework and volunteering in the local Basset Hound Rescue Group (BROOD). Lee Ann was elected as interim-Vice Chair in October 2022. She was re-elected as VC in October 2023. Her term ends October 2025. Jeff Pandin | Treasurer
The Treasurer is responsible for preparation of all legal documents including quarterly and annual financial statements and all required government filings. The Treasurer assists in development of the P.A.C.K. budget, chairs the Finance Committee, keeps track of all revenues, and disburses funds according to the approved budget. Jeff is the co-owner of Porthos, a rescue beagle. He's a history teacher at Edison High School with extensive experience in non-profit management. He's been a regular at the park since Spring 2014. He hopes to continue efforts to actively manage the turf, improve drainage in the north end, and implement the Strategic Plan. He was elected as Treasurer to the Board in March 2015 and has been re-elected every 2 years since. Jeff was re-elected as Treasurer on October 6, 2024. His current term expires in October 2026. The Secretary maintains records of all Board and general meetings. Jennifer was elected Secretary on October 6, 2024. Her current term expires in October 2026. Shawn Bloom | Operations Director
The Operations Director is responsible for all operations including, but not limited to, grounds maintenance and capital improvements. Shawn is the owner of 3 regular patrons at the dog park; Lily, Winnie and Stormy. As for work he is the President and CEO of the National PACE Association (NPA). Shawn has been with NPA since 2000 at which time there were 18 PACE organizations operating in 6 states. Currently, there are 154 PACE organizations in 31 states serving approximately 60,000 individuals. Prior to NPA, Shawn spent 5 years as the Executive Director of the Missouri Association of Homes for the Aging (MoAHA), which represented not-for-profit long-term health care and housing facilities in the state of Missouri. Shawn previously worked in the Policy and Governmental Affairs Division of the American Association of Homes and Services for the Aging (AAHSA) – now called Leading Age – a Washington, D.C. based trade association that represents not-for-profit long-term health and housing services for the aging. Shawn has testified before the U.S. Congress, state legislative committees as well as the National Academy of Sciences on elderly and long-term care policy issues. Shawn received his B.S. in biochemistry and gerontology from Kansas State University and completed his Masters coursework in long term care at the University of North Texas, Center for Studies in Aging. Shawn began his career in the field working as a nursing home Certified Nurse Aide in high school and college. Shawn was elected as Director of Ops in October 2023. His term expires in October 2025. Liz Yap | Membership/Fundraising Director
Director is responsible for maintaining the list of voting members, recruiting new members, and raising funds for operations and capital improvements. *This position is being reimagined to be the director of volunteers for committees: fundraising, membership, & communications. Liz is the dog-mamma of Lyla & Mango. She resides about a 1/4 mile from the dog park (off Rollins Dr.) with her 19-year-old son and her husband of 22 years, Kevin. She has been working professionally as a graphic designer for 30+ years. Currently, Liz works as a freelance graphic design specialist. Liz served as Membership and Fundraising Director from 2016 to 2018, as an At-Large Member on the board from 2019-2022, and served as Chair from 2022-2024. Liz was re-elected as Director of M & F on October 6, 2024. Her term expires in October 2025. Board Members at Large
The At-large members assist in the management of the organization and perform other duties as determined by the Chair in concert with the Board.
Rich Abelson | Board Member at Large
Rich was elected as At-Large in October 2024 and his term will expire in October 2026. Sam Longstreet | Board Member at Large
Dani in her former life as a service dog-in-training (which she failed) and me in retirement. You’ll recognize us most afternoon; I’m the one chasing the ball. Sam was elected as At-Large in October 2022 and his term expires in October 2025. Bill Mould | Board Member at Large
Bill is the lucky owner of Tilly, a six-year-old poodle he rescued. They frequently can be seen at the dog park on mornings. Bill had a long career in the U.S. Air Force and retired as a full colonel. He is a life-long bicycle rider and now works at the Trek store on North Quaker Lane. He is a recognized expert about bicycle wheels and uses a deep knowledge of physics and engineering to design and build custom bicycle wheels for all manner of recreational and professional riders. Bill is serving as "interim" until the Spring and will finish out Yvonne Kinkaid's term current term which expires in October 2025. |

P.A.C.K GovernanceGeneral meetings - General meeting of Westgrove P.A.C.K. are held a minimum of 2 times a year and are an opportunity for all of the members of the P.A.C.K. to get together, receive an update from the Board on the group's progress, and make decisions that guide future activities.
All users of the park are welcome to attend General Meetings, but only Caretakers can participate in formal votes. |
